The object of this contract is consultation services to assist INSTAT on preparation of technical specification for IT equipment, planned to be procured under the project: “Direct funding for procurement of IT-equipment and establishing the training center”, funded by the government of Sweden.

The Consultant in coordination with INSTAT staff will:

  • Draft Terms of References for the technical specifications of the data center architecture.
  • Draft specification for updated network design.
  • Recommendation on the Cost evaluation for network installation of fourth and fifth floor of the building and connection to INSTAT network.
  • Recommendation on the Cost evaluation for creation of a secure connection between INSTAT and mobile devices (laptops/ tablets).
  • Recommendation on the Cost evaluation for creation of a secure connection between INSTAT and other institutions (consider at least one institution such as Bank of Albania)
  • Recommendation on the Cost evaluation for a Human Resources management application, Intranet, connected with access control system
  • Recommendation on the Cost evaluation for development of at least one web service for receiving online information, through AKSHI, from other institutions.
  • Participate as a member at every Procurement Unit established for each procurement process implemented within this project in the proposed category of expertise.
